city of charlotte water bill

water bill  un paid amount 245.
crisis miniostery paid 151. 00 $ and other amount left for me
 next bill amount was left for me is $58.00 reconnection charges+34.62 new charge = 92.62 and is not paid then new continue bill add up 31.00= 111.00 but in middle i was send check for $34.62 so the bill was left $58.00 and another month bill will be add up as is 31.00 =89.00 4 but they force me to p[ay 4111.00 with 34.62 charge that was allready paid and they add up those charges again /
